[ale] bulk gnome panel configuration

I'm trying to do a roll out of Gnome desktops (replacing NT !!) and I
need to have a common configuration on the gnome panel. I have a few
apps with button graphics that I want to appear on each new acounts
gnome panel. I tried putting a copy of ~/.gnome in /etc/skel but that
did nothing. Suggestions?
