That sounds like it may be a complicated problem.  I'd need a little more
information to diagnose it.  Can you tell us what video card you have,
what kind of monitor, is the monitor a fixed frequency, what direction
does the scrolling occur, does touching the knobs help, etc.,  We have a
lot of fied frequency monitors where I work and that is similar to what
they do when the modelines are not set correctly.
