For the owner:  chmod u+x <filename>
For the group:  chmod g+x <filename>
For the world:  chmod o+x <filename>

Short form that sets a file up as executable for everyone, readable by
everyone and writable by the owner is: chmod 755 <filename>

chmod is pretty versatile, and I would recommend studying the man page a
bit, especially if security concerns you.
