I've written a perl script and also a Java Servlet that does exactly this 
through a web page.  The web page has a simple interface to bring 
the link up & down and for status.  It uses the ppp scripts for pppd 
and a simple C program.  Let me know if you are interested and I'll 
email you what you need.
