[ale] hosts.allow

Hi I am trying to setup a hosts.allow file to restrict access, but seems
like it is not being read.

Here is what I have in hosts.allow file

sshd:   \
        131.45.23.45

ftpd:   \
        131.45.23.45


sshd is run as standalone while ftpd is run from inetd.conf
ftp     stream  tcp     nowait  root    /usr/sbin/tcpd  in.ftpd -l -a

But still the host is acceptingt connections from all over the place.
Restarted all the daeomons etc.
