[ale] Proper Method of File(s) Replace ?

Running RedHat4.2, how do I properly replace a file, say tar for
example, with a newer version, avoiding potential problems ?

How do I "apply a patch" ?

Also, could you please comment on all this libc, glibc, egcs.....
effluvia I keep running into.
