On RH 5.1 the loopback device is started by the 
/etc/rc.d/init.d/network script which calls
	ifup ifcfg-lo

ifup is a script in /etc/sysconfig/network-scripts.

Make sure you have a file in /etc/sysconfig/network-scripts called 
ifcfg-lo.  It should contain something like this:

[elohim /etc/sysconfig/network-scripts]$ cat ifcfg-lo 
DEVICE=lo
IPADDR=127.0.0.1
NETMASK=255.0.0.0
NETWORK=127.0.0.0
BROADCAST=127.255.255.255
ONBOOT=yes
BOOTPROTO=none
