[ale] ftp services

Hello everyone;
      How do I activate ftp services for my linux box?
I looked in /etc/services and /etc/inetd.conf and ftp processes are
uncommented.  When I try to ftp to this
computer, I get an error message 
"421 Service not available, remote server has closed connection".

I know that when I orginally installed RH onto this system, I might of
choosen no ftp services at the time
of the installation(its been a few months since installation).
