I've been rather impressed with some of the tools available for
the QT (http://www.troll.no/) toolkit. A package called "qtez"
(http://qtez.zax.net/qtez/index.htm) is, I think, especially nice for
creating nice QT based UI's, otherwise, I think the "qt architect" IDE
(http://www.primenet.com/~jtharris/qtarch/) is popular amongst some KDE
developers.
