Try:  ps aux

And if it's running, look at what its PID is and send it a sighup to give
a kick in the rear.  (It looks at its config file again, then starts
running if it wasn't already.)

   kill -SIGHUP <pid>

I've had my syslog daemon quit on me randomly before (I think when I
reboot it starts as some kind of zombie process), and this is what I do to
fix it.
