[ale] lost runlevel

If I issue a 'reboot' command after running X I get
an error message like "Can't determine runlevel" and
the machine reboots without going through normal shutdown
procedures.  I have to issue a 'telinit 5' before 
rebooting for everything to work correctly.  Anyone know
why this is and how I can fix it?

P.S.  Thanks to all who answered my question about the 
xterm title bar.  I found the code in the January LJ 
last night.
