[ale] quota weirdness

i had to re-format my /home partition, so i copied everything off.
after i copied it back, quota stopped working.
first, it started giving really low reports of usage (it would say 4 M, a
user was using 15 M), so i deleted /home/quota.user and re-ran
quotacheck. now, repquota shows NO usage on the filesystem. any clues?
i'm stumped.
