[ale] dip

I'm on kernel 1.3.85 and I use dip for SLIP access to my office.  Why
each time I connect via slip I must type the following command

arp -s 206.142.5.3 00:A0:24:C2:E5:A8 pub

On 1.2.13 I never had to do this.
